Советская аргументация была классической. Сначала НКВД «установил», что у Германии были сотни шпионов среди поволжских немцев. Затем НКВД доказывал, что все население было виновно, поскольку никто из поволжских немцев не донес об этом шпионаже властям. Особенно хитрым шагом было то, что НКВД использовал присутствие свастики в немецких домах как доказательство коллаборационизма с нацистами. На деле же советский режим сам распространял эти свастики в 1939 году, когда Москва и Берлин были союзниками и ожидался дружественный визит Гитлера. К концу 1942 года СССР переселил около 900 тысяч немцев – огромную часть немецкого населения Советского Союза. СССР депортировал около 89 тысяч финнов (большинство из них – в Сибирь).
