The NSA terminated the Professionalisation program around 2001, which made it much easier to become promoted to Grade 13 as candidates were no longer required to prove their expertise in a particular discipline. The decision to cancel the Professionalisation program was, of course, heavily supported by those who were at Grade 12 and below.
