A Fascist, observes Madeleine Albright, “is someone who claims to speak for a whole nation or group, is utterly unconcerned with the rights of others, and is willing to use violence and whatever other means are necessary to achieve the goals he or she might have.”
The twentieth century was defined by the clash between democracy and Fascism, a struggle that created uncertainty about the survival of human freedom and left millions dead. Given the horrors of that experience, one might expect the world to reject the spiritual successors to Hitler and Mussolini should they arise in our era. In Fascism: A Warning, Madeleine Albright draws on her experiences as a child in war-torn Europe and her distinguished career as a diplomat to question that assumption.
Fascism, as she shows, not only endured through the twentieth century but now presents a more virulent threat to peace and justice than at any time since the end of World War II. The momentum toward democracy that swept the world when the Berlin Wall fell has gone into reverse. The United States, which historically championed the free world, is led by a president who exacerbates division and heaps scorn on democratic institutions. In many countries, economic, technological, and cultural factors are weakening the political center and empowering the extremes of right and left. Contemporary leaders such as Vladimir Putin and Kim Jong-un are employing many of the tactics used by Fascists in the 1920s and 30s.
Fascism: A Warning is a book for our times that is relevant to all times. Years later, when Mussolini’s serial The Cardinal’s Mistress was published in English translation, Dorothy Parker wrote: “This is not a book to be set aside lightly; it should be thrown, with great force.” Sample dialogue: “I will build you a secret altar in the depths of my conscience. You will be the Madonna of the temple within me. I will be your slave. Strike me, despise me, beat me, open my veins with a subtle dagger, but grant me the revelation of yourself.”

Beginning in the eighteenth century, the outstretched-arm, palm-down salute was attributed by European artists to classical Rome, but there is no evidence that ancient Romans used it. Mussolini’s Fascists formally adopted the salute in 1923. Thirty years earlier, an identical gesture had come into common use by American schoolchildren when reciting the Pledge of Allegiance. Once World War II began, that form of salute was phased out, and civilians were instead encouraged to place the right hand over the heart.

In 1920, the Nazis had adopted the swastika, or Hakenkreuz (“hooked cross”), as a symbol of their movement. The swastika had its origins in ancient Indo-European culture and was considered a talisman of good luck.

Chaplin, whose mustache was fake, financed The Great Dictator personally because U.S. studios did not want to appear political. British authorities intended to ban the movie for fear of offending Hitler, but the war had started by the time the film was complete.

During the showdown in Berlin, Russian tank markings were obscured, and soldiers wore black uniforms without insignia. CBS radio correspondent Daniel Schorr dubbed them “un-tanks” and speculated, “We might one day be told that they were just Russian-speaking volunteers who bought some surplus tanks and came down on their own.”

McCarthy’s helpful Jesuit friend, Father Edmund Walsh, SJ, was dean of the Georgetown School of Foreign Service, later renamed in his honor. I teach at the Walsh School and have done so for more than twenty years. The faculty does not talk much about Father Walsh’s dinner date with McCarthy.

Milošević’s trial began in 2002, but in 2006 it was terminated without a verdict upon his death from a heart attack. In 2016, in a separate case, the tribunal noted both Milošević’s role in funding the Bosnian Serbs and a lack of evidence implicating him in planning Bosnian Serb atrocities. In 2017, Ratko Mladić, who had been the Serb commander at Srebrenica, was convicted of genocide and war crimes.

Kim’s sincerity is belied by a children’s poem, written with the government’s support four years later, that includes the verse “ I am going to join the army / I will take two guns, three guns / and shoot down all the American bastards / Ah, to grow up quickly / to grow up quickly, quickly .”

Long is thought to be the model for Senator Berzelius “Buzz” Windrip, the Fascist elected president in Sinclair Lewis’s cautionary novel It Can’t Happen Here (1935).
