Перефразируя К. Поппера, не следует искать ответ на вопрос: «Что такое парламент, какова его истинная природа и каково его действительное значение?». Вопрос должен ставиться так: «Что требуется от парламента в данный момент времени? Что предлагается в качестве законной цели деятельности парламента? Почему мы предпочитаем использовать предоставляемый нам парламентом комплекс политических возможностей, а не обходиться без него?
