В результате ухудшения обстановки в Косово 23 сентября 1998 г. Совет Безопасности ООН, принимая резолюцию 1199, квалифицировал положение в Югославии как угрожающее международному миру и безопасности в регионе, подтверждая обеспокоенность быстрым ухудшением гуманитарной составляющей на всей Косовской территории, указал на необходимость предотвратить надвигающуюся гуманитарную катастрофу. 108 108 http://army.lv/ru/-Rezolyutsiya-1199/1219/2767 (последнее обращение 19.04.2013) Совет Безопасности призвал представителей югославской власти незамедлительно прекратить репрессии гражданского населения, вывести специальные воинские формирования, начать диалог политических сил и потребовал от албанского руководства Косово осудить террористические акты. Вместе с тем данная резолюция не смогла предотвратить гуманитарную катастрофу в этом регионе 109 109 Через три дня после принятия резолюции при минометном обстреле деревни Горнже Обринже было убито 18 косовских мирных жителей. / Kosovo Report.
