Автор не совсем точен: в данном случае речь идет о Втором минском соглашении, принятие которого было согласовано «нормандской четверкой» (Германия, Франция, Россия, Украина) и которое подписала контактная группа представителей России, Украины, ОБСЕ, ДНР и ЛНР. Термин же «Минские соглашения», как правило, употребляется в отношении комплекса документов, закрепивших правовые отношения между республиками бывшего СССР и подписанного в Минске в январе 1993 г.
