«Первая опора» включает в себя экономическую и социальную сферу и монетарную систему, а также договоры, регулирующие эти области. «Опора» призвана обеспечить свободное движение людей, товаров, услуг и капиталов через национальные границы. «Внутренние дела и юстиция» подразумевают полицию, гражданские и уголовные суды, иммиграцию, проблемы беженцев.

Одобрение законов требует 62 из 87 голосов. Германия, Франция, Италия и Великобритания имеют каждая 10 голосов в Совете. Меньшие страны обладают представительством пропорционально численности их населения. Распределение голосов может меняться по мере расширения ЕС.
